Proposed Housing Laws:

New housing registration laws - Nominal flat fee for property registration.
1) Require closing on real-estate purchases - Requires only lawyers to perform the closing/registration and to ensure property is not in violation of code, zoning and has government approvals. Real-estate purchases will require insurance as part of the closing to ensure that the purchase is law abiding and due diligence is performed. This will prevent building violations and will put the responsibility on the lawyers and the insurance companies.
2) New safety and code to international standards.
3) Require provinces to publish properties via newspapers, radio and telivision etc.. that are in code violations and building violations.
4) Give a grace period for holders of old leases to evacuate their rented real-estate property (We propose 5 years). A program will be established (Old Lease Evacuation Plan) to assist tenants to move to private homes that are subsidized by the government. Injustice has been going on for many years and it is time to help those that are violated as well as assist those that are committing the violation. It is a complex issue and the expectation will be that many will push back to stop this but justice must be established. On the other hand old tenants will be given a choice either to move out and participate in the Old Lease Evacuation Plan or to abide by the new rent laws.
5) Stop completely and prohibit any farmland to enter the domain of building plots. Freeze forever.
6) Make the Delta a protected land.
7) Revisit building heights for future builds. If more than a certain number of stories/floors require a parking deck (not a garage that will be turned into stores) beneath the building. Each apartment will be allocated a parking space by law that will be part of the contract. Of course the parking deck would require large enough space for cars to swing and elevate upwards (two lanes), so it will depend on number of apartments, size of building plot and number of stories. Parking decks must contain at least two parking spaces for each apartment. The second parking space will be offered to the residents for up to a maximum of 2% of the purchase price of the apartment. The height of the parking deck will not be counted as part of the building height.
