Information Technology - 1 Million developer/programmer project

The goal is to become among the top few in IT developments.
We cannot compete if our aim is to be modest. We must have a plan to compete and surpass the best. This national project calls for producing 1 Million computer scientists. Its aim is to educate from early on in the schooling years (Elementary to High School) and onto college a workforce that is professional and competent. The program will educate those that have already completed computer science as a college education on how to become entrepreneurs and freelancers. Today all over the world computer programmers are working independently as freelancers providing services virtually from their homelands/home. There are many sites on the internet that allows employers or those that want to implement projects in the IT field to reach out to freelance developers, engineers and professionals to develop their project and development needs. All advanced education and courses will be available as well as training centers to educate on the latest technologies and programming methods. These developers/programmers will be tax exempt.
Some challenges facing Freelancers in Egypt:
Receiving payments by mainstream methods (Paypal etc..) is not established or not allowed in Egypt. Almost all payers use PayPal in the U.S. to send money to developers. This critical option needs to be established and banking laws would probably need a slight change. Today payers send money to India in seconds while for Egypt it is not available.
Recommendations:
For each Computer science/diploma graduate, make it mandatory upon graduating to establish accounts as a freelancer on the top Freelancing website. This way we encourage entrepreneurship and increase national income. Some effort should be done to gather all those sites. In addition a national site can be established to provide freelancing on a worldwide level.
Provide the national awareness on the importance of Information Technology and potential monetary and social benefits.
