      Sequential Development Strategy: Province-by-province approach:

It is imperative to lift society’s standards to international levels. This requires money and a direct and an affective strategy. Today we have small provinces/cities located on the eastern coast, specifically Hurghada, Sues, Ismailia, Port Said and Dumiat. These have low to medium populations in comparison to Cairo and Alexandria and the southern provinces. Developing them will be less difficult and will demonstrate the feasibilities to other provinces.

Our strategy will focus on one province at a time. All energies, concerns and attention will be multiplexed into the province under reconstruction.  All its needs will be answered and planned for the present and next generation.

The proposed method is as follows:
  • Bring forth world experts on building cities and infrastructure to design and implement: It will be imperative to expand most of the provinces horizontally rather than the current vertically subdivisions. The aim is to upgrade each province with the following but not limited to:
           
1.       Designate housing and farming plots- Zoning Project
2.       Infrastructure (water, sewer and electricity)
2.       Schools – rebuilt to high class standards
3.       Hospitals – specialty and general
4.       Police stations – top notch capabilities, New Look.
5.       Government buildings – international standards
6.       Road and street network
7.       Rail network between these and future provinces
8.       Electric buses for general transportation
9.       Housing to international standards
10.     Management of these facilities will be done by expert management firms till cutover agreement.
·         Direct all domestic and international investments to these aforementioned provinces and next phase of provinces.
·         Lift part of or all petroleum subsidies to be directed to these provinces currently set at 66Billion LE except general transportation and agriculture.
·         Decrease corporate taxes (i.e. 18%) in these provinces to attract existing and new business establishments.
·         Increase the minimum wage in these provinces.
·         Combat child labor and illiteracy.
·         Establish new laws for these provinces fitting for its nature.
·         Egyptian owned waste management companies for each province and for each district.
.         Public park for each province.

The needs are not limited to the above list but provides the philosophy that needs to be carried out.
