• Independent monitoring body established by retrofitting the existing organization to better report incidents without bias.
• Appoint a lawyer to work out of police stations to monitor  and ensure citizen rights, this will provide jobs for lawyers that are out of employment. Will enhance citizen rights and responsibilities
  Court cases to be reconciled in a timetable (See Jurisprudence)
• Political – clarify citizen rights and responsibilities
• Due diligence process established in investigations.
• Good Samaritan Law established
